Dear Underground Music Lovers,
When we were forced to take the Underground Vibes radio show
off the net almost a year ago, we already had a bad feeling and
taste in our mouth. Although we had hoped that music executives
would realize and honor the commitment underground music lovers
have for their beloved music, all of this now seems out of reach.
As we found out today, CARP (or in plain English, the
Copyright Arbitration Royalty Panel) which was appointed by the
U.S. Copyright Office submitted their recommendations for royalty
rates that webcasters have to pay to artists and copyright holders.
Unfortunately, the suggested royalties are beyond reach for many
non-profit web sites, which ultimately will lead to the death
of many underground music-devoted web sites if the Copyright Office
implements these rates by the end of May 2002.
There's not much we can do about it, but there are a bunch of
great web sites out there that have a wide range of information
about this topic available. Go to:

and take it from there. Please inform yourself about the implications
CARP might have on so many music web sites on the net.
